Who are foreign PEPs (politically exposed persons) (individuals holding a prominent position in a foreign government, etc.)?

A foreign PEP refers to “a head of state or an individual holding a prominent position in the government, central bank, or any other similar organ of a foreign country.” More specifically, a foreign PEP is an individual who (1) holds or (2) used to hold any of the “prominent positions in a foreign government, etc.” listed in 1 to 8 below or (3) a relative of such an individual.

  1. Head of state
  2. Position equivalent to the Prime Minister, a Minister of State, or a Senior Vice Minister of Japan
  3. Position equivalent to the Speaker or Vice-Speaker of the House of Representatives of Japan or the President or Vice-President of the House of Councillors of Japan
  4. Position equivalent to a judge of the Supreme Court of Japan
  5. Position equivalent to an ambassador extraordinary and plenipotentiary, envoy extraordinary and minister plenipotentiary, ambassador on special mission, government representative, or plenipotentiary of Japan
  6. Position equivalent to the Chief of Staff or Vice Chief of Staff of the Joint Staff Office of Japan, the Chief of Staff or Vice Chief of Staff of the Ground Self-Defense Force of Japan, the Chief of Staff or Vice Chief of Staff of the Maritime Self-Defense Force of Japan, or the Chief of Staff or Vice Chief of Staff of the Air Self-Defense Force of Japan
  7. Board member of a central bank
  8. Board member of a corporation whose budget requires a resolution or approval by a national assembly

Scope of relatives of foreign PEPs
  1. A person in de facto marriage with the foreign PEP, such as his/her common-law spouse, is included in the scope of his/her relatives.
  2. A former spouse of the foreign PEP is not included in the scope of his/her relatives.
